The Global Context

MRV is the infrastructure of climate accountability, and without it, nothing else holds

Measurement, Reporting, and Verification (MRV) is the technical backbone of the global climate architecture. Under the Paris Agreement's Article 13 Enhanced Transparency Framework, every country that has submitted a Nationally Determined Contribution is required to report its GHG inventory and track progress toward its climate targets using a robust, transparent, and consistent MRV system. The IPCC provides the methodological guidance across four tiers of measurement sophistication, from Tier 1 default factors to Tier 3 facility-level measurement, and the ETF requires independent expert review of national inventory reports on a two-year cycle from 2024 onwards.

The stakes of MRV quality extend beyond national inventories. At the project level, every carbon credit issued under a voluntary or compliance crediting programme rests on an MRV system: the combination of measurement devices, data collection procedures, calculation methodologies, and reporting protocols that quantify the emission reductions the project has achieved. A credit is only as credible as the MRV system that produced the number behind it. This is why independent MRV verification, distinct from the registry verification that confirms whether the numbers were correctly calculated, has become a distinct, critical function in the carbon market ecosystem.

Several of the highest-profile carbon credit integrity failures of the past five years were fundamentally MRV failures: projects where the measurement methodologies were inappropriate for the project type, monitoring equipment was poorly calibrated or inconsistently operated, data gaps were filled with inappropriate estimates, or QA/QC procedures were absent or nominal. In each case, the downstream verification accepted the reported numbers without examining whether the MRV system that produced them was fit for purpose. What MRV Verification Covers

Verifying the MRV system means going behind the numbers, not just checking the arithmetic

Standard carbon project verification confirms that the numbers in a monitoring report were correctly calculated from the inputs the project developer provided. MRV verification goes a level deeper: it assesses whether the inputs themselves are reliable, including whether the measurement methodology is appropriate for the project type and activity, whether the monitoring equipment is properly calibrated and maintained, whether the data collection procedures are robust, whether quality controls are operating as designed, and whether the reporting procedures produce complete and accurate records.

The IPCC tier framework provides a useful lens. Tier 1 methods rely on default emission factors from IPCC guidelines and aggregated activity data, acceptable for national inventory reporting where facility-level data is unavailable, but insufficient for most carbon project types where the project-specific emission factor or activity measurement is material. Tier 2 methods use country-specific or project-specific emission factors. Tier 3 methods use facility-level, process-specific measurements such as continuous emission monitoring systems, mass-balance approaches, or direct gas analyser measurements. Each tier demands a different level of measurement infrastructure, and verifying an MRV system requires confirming that the tier claimed in the monitoring report is actually the tier being operated.

For cookstove, biogas, and avoided deforestation projects, three of the highest-volume project types in global voluntary carbon markets, this gap between claimed and operated tier is frequently the most consequential issue. Cookstove projects that claim household-level usage monitoring but rely on periodic surveys of a small sample are implicitly operating at a lower measurement tier than claimed. Biogas projects that report production estimates from reactor volume calculations rather than direct flow measurement may be systematically overestimating. For national MRV systems under the Paris Agreement, the verification scope extends to the institutional architecture: whether the national designated entity has the mandate and capacity to collect, compile, and quality-check the activity data feeding the national inventory; whether the data flows between sectors, agencies, and the national focal point are documented and controlled; and whether the inventory calculation system produces results that are consistent, comparable over time, and complete across all source categories. Common Failure Modes

Understanding how MRV systems fail is the starting point for assessing whether one is working

The most common MRV failure in voluntary carbon projects is a gap between the monitoring plan approved at validation and the monitoring practices actually implemented on the ground. Monitoring plans are written to satisfy registry requirements and are often more rigorous than the project developer's operational capacity. Once the project begins operating, practical constraints such as equipment costs, data management challenges, staff turnover, and remote site access lead to monitoring plan deviations that are not formally documented or disclosed. When these deviations are systematic, they invalidate the emission reduction calculations that depend on the underpinning data.

Data gaps are a related and pervasive problem. Every monitoring system generates data gaps: equipment downtime, missing records, measurement interruptions. The monitoring plan should specify how gaps are handled, typically through conservative gap-filling procedures that use historical averages, default values, or reduced emission estimates. Where gap-filling procedures are absent or applied inconsistently, the resulting emission reduction numbers are not auditable, because there is no documented basis for the estimates used to fill the gaps. EDAT's MRV verification engages specifically with the gap-filling record, testing whether each documented gap was handled in accordance with the monitoring plan.

Equipment calibration is a third systematic failure point. Flow meters, energy meters, gas analysers, and remote sensing systems all require periodic calibration against certified standards. Calibration records document when calibration was performed, by whom, against what reference standard, and what correction factors were applied. Where calibration is delinquent or records are incomplete, the measurement data produced by the equipment cannot be relied upon. This issue is particularly acute for projects in remote locations where equipment servicing is logistically difficult and may be deferred beyond the point where the manufacturer's calibration interval has expired.
